headaches, neckaches

I had headaches on both sides of head at temple when bending over, clearing throat, coughing, etc.  After 3 months, went to Dr. had an MRI showed bulging disc in neck.  Headaches stopped after MRI.  7 months later they started again.  After a month went back to Dr and had a CAT scan.  Both test showed negative.  Once again headaches have stopped.  Have now gone to a Neurologist who has ordered a CAT scan with Contrast.  Neck is always aching while headaches go on.  Any ideas?
