reproduction system problems

My 22 yo daughter has a cyst on her right ovary, when it was first discovered it was 1cm in diameter, now it is 7 cm in diameter it has grown alot in the past 2 yrs. She also has a bad fallopian tube that had water drained out of it during exploratory surgery when she was 16. She also has not had a period for 1year and 7 months.  What is  causing this? She has no insurance and has went to the E.R. twice with lower abdominal pain and ll they do is tell her that she has an ovarian cyst and tell her to go get an ultra sound but will not do anything for her.  Please let me know if this is something that needs immediate medical attn.
