Are these small brown bumps on my nipples/chest from Clomid?

I am on CD 24 of my cycle. Just today I  noticed these small bumps that look like light brown blackheads all around my nipples and breasts.

I was given Aygestin for 10 days to induce a period, then I was given 50mg of Clomid on days 5-10. Are these bumps/skin tags a result of the clomid? Is it possibly a sign that I might have PCOS? I do not have an overgrowth of hair or anything, and I am not overweight.

I have not ovulated as of yet according to my ovulation monitor, opk and temps. My pregnancy test yesterday was negative. I have had 2 miscarriages this year I am sure due to my very late ovulation.

I'm worried about what this sudden break out might be. Please let me know if this might be a side effect of something.
