Follicles that never mature???

OK....so we had our 1st IUI mid October with the help of Clomid and Ovidrel injection...got a BFN and AF arrived 1st of November.  So, we got the green light for Try #2 and we were excited about that!  On CD 3, the RE did a sonogram and found I already had **5** follies starting in each ovary!  10 follicles by CD 3!  RE said that's great!!  That was one week ago.  I go in today for my CD12 sonogram to count and measure follies and get this....I have **18** follicles but none of them are over 10mm.....RE says that means NONE of them will mature this cycle, I will probably not ovulate any at all and we just have to wait it out until next month!!!  WOW!!  I sure wasn't expecting that news!!  It worries me, but he said sometimes this happens.  He plans to UP my dosage of Clomid next month to 150mg and we'll see how it goes.  HAS ANYONE EVER HEARD OF HAVING 18 FOLLICLES BUT NONE OF THEM MATURE ENOUGH TO OVULATE???  Needless to say, I'm saddened and discouraged!  Please advise!!  Thanks so much!!!
