Is my progesterone too low before ovulation?

We have been trying to conceive for 4 years. I recently have started the fertility testing, I got results from the nurse that my cycle day 21 blood work came back with progesterone of 0.08. I told her I did not get a positive ovulation test until cycle day 25, but she still called in a prescription for progesterone 200 mg 2x a day. Is that level too low for even before I ovulate?

If your day 21 level was that low and you got a positive opk on day 25, I wouldn't think you ovulated yet. Why did the nurse think you had already ovulated? Were you on a medicated/monitored cycle of some sort? What day are you on now?
