Yes, it is possible to get a "false" surge, not ovulate, and then get the real surge a few days later.
As for how soon you ovulate after the surge...it really varies from person to person. They say you will ovulate within 48 hours, and the average is 36 hours after the surge has been detected. But you can ovulate before then. Personally, I seem to ovulate within 24 hours. So it really just depends on your body.
