swollen testicle

I have  a brother of age 16 it has just being discovered that his right testicle is twice as big as the left one,we have gone to the hospital for it to be examined. and he was booked for a small surgical operation.but on getting to the hospital on the appointed day the doctor to perform was off sick.so we (my mum and brother) were told to se another doctor.
this doctor said that it wasnt neccessary to have a surgery because it is a minor problem.

so we are kind of confused now and there is disagreement between the two doctors
what do you think?
please help.
