flactuation of FSH level

I am 39 years old. I had regular period until 38. I have 2 kids ( 5 years and 11 years) with normal and natural pregnancy. I took pill (yaz) for one year at age 38 as had some irregular period. My all hormone levels were normal before starting pill. Then I was on pill for one year. Just I stopped pill on December, 2009. After that I had no period until March 2010.
February 8,  2010 my blood exam showed FSH 63, LH 30, Estradiol 7.7 Estrogen 0.5,
February 25 th blood report FSH 40, LH 40, Estradiol 83 Estrogen pending
My period with very small blood appeared on March 7 and last for 7 days.
February 11 blood report FSH 30.5, LH 23, Estradiol 33, Estragone pending
My health provider has declarer me in menopause.
It is really shocking to me.
Am I really in menopause when my FSH gradually decreasing ?
Am I still fertile?

FSH values can fluctuate with the day of the cycle and from cycle to cycle.  
Your values do fall within the menopausal range, but the true definition of menopause is no period for greater than one year, so you don't actually qualify.
If you were my patient, I would tell you not to assume that you don't need any birth control, because if you are having periods, you may still be ovulating, and could still get pregnant.  On the other hand, you would probably not be a good candidate for In vitro, as the FSH suggests that your "ovarian reserve" or the number of follicles in your ovaries is beginning to dwindle. None of these tests are absolute!
