Foot discoloration

I have a discoloration to the skin on top of my feet. I tore tendons in my ankles more than 2 years ago. Now my feet are colored green right below my ankle joint. What would cause this?

the skin is still intact. the coloring is not subsided

is the skin intact on the foot or is there a sore or rash there.  pseudomonas (bacteria) can cause green discoloration to the tissue.  
The different color may be a bruising discoloration from the injury but this should have subsided by now.
