Itchy spot

I have had clear bumps on the bottom of my foot that itch for the past few weeks. It seems to be healing now and one of them is red. They don't itch as much anymore. I recall getting this before and seems to appear around the time it gets cold and I begin wearing socks.

Sounds like you have contact dermatitis with a mild case of athlete's foot.  It's hard to determine without actually seeing the lesions.  I would apply over the counter lamisil mixed with topical cortisone twice daily for 2 weeks.  IF it returns or doesn't completely resolve, see your podiatrist for further evaluation and possible skin biopsy.
