Strange PMS related purple toes

This first happened when i was around 17  went away for years and now lately the past 3 or 4 months around PMS time several toes become purple and swollen to the point where when touched they feel like they're burning and sometimes itch.  It is mostly the tips or just spots on them and not the whole toe, although this has happened too. They usually go away and 'deflate' several days after i'm over my 'monthly' leaving the skin looking almost wrinkled like a deflaited balloon also.  they also eventually return to the normal skin color.  what could be doing this?

sounds like you have raynaud's disease.  this can be brought on by colder temperatures or stress (PMS!).
raynaud's disease affects the arteries usually in the hands and feet.  the vessels constrict and blood flow diminishes, causing a burning sensation to the digits.  if they don't hurt, i wouldn't bother treating it.  if it worsens and you start getting infections or ulcers, medication would be warranted.  I would see your podiatrist to confirm this and make sure that there is nothing else causing this.  You would also need to be checked for other diseases such as lupus or scleroderma.
