The term for red blood with the stool is hematochezia.  Blood that is seen only in the toilet water, on the toilet tissue or on the surface of the stool is usually indicative of a low rectal process or anal process.  Blood that is mixed with the stool is often a sign of a problem in the bowel above the rectum.
Low rectal bleeding can be due to a number of causes.  Hemarrhoids certainly must be considered.  There are, however, other conditions that must be excluded.  For example colon polyps, colon cancer and inflammatory or infectious conditions of the mucosa must beexcluded.
The extent of any evaluation will depend on your age, the extent of bleeding, the duration of the symptom, personal history of other diseases and family history of gastrointestinal diseases.  It is appropriate to consult your physician to have this problem assessed.
