Could it be a sinus infection or other problem related to your sinuses?  Depending where you live the air could be getting dryer and cause problems with your sinuses.  Is it worse in the morning or is it all of the time?  Also, a 36 degree Celsius temperature is only 96.8 degrees Fahrenheit... so I wouldn't worry about that temperature, that's even lower than most people's normal body temperature.  Do you have a sore throat or anything suggesting swelling/irritation of the throat causing the problem?
