Can this be done for hemorroid cream?

Can you mix diaper rash cream, vasoline and orajel to make a cream that would cool, reduce the pain and ease the swelling?

Go to the drugstore and buy "Preparation H," it's an ointment that specifically shrinks and soothes hemorrhoids, follow the directions on the tube.  Or get some PLAIN KY jelly at the store, and after every time you bathe, put some on the area, it soothes skin irritation.  There is no need to mix all that stuff you said... I would put no home lab experiment on any sensitive tissues.
