All of the organs are pretty tightly packed into that area. In a female, the presence of changes in the rectum or the vagina (constipation or pregnancy) can result in 'shape' changes which will cause physical pressure on the bladder. The bladder has to be able to move slightly forward and backward to properly store urine, or release it. It's possible that what might be going on is your bladder might be slightly obstructed in its movement when you're constipated and that could retard urination.

It's speculation, but this can happen, and will depend on your age, if you've had children, the contractility of your rectum (state of the musculature), etc.
