SOD with manometry

My daughter 29 years old,  has been diagnosed with SOD, her GI doctor has stated she needs a manometry.  We live in Georgia, there is not a facility in GA that can preform this to our knowledge.  He was trying to send her to the Mayo in Jacksonville Florida but we were told they can not do the procedure either.  She has had and endoscope, 2 CT's and an MRCT.  However on the endoscope they could not put her to sleep because the hospital staff could not locate a vein.  She has damage to her vascular system from long term use of cumedin and lovanox due to annurism/stroke caused by left vertibial dissection.  She has developed epileptic seizures due to residue from auto accident in February 2005. Her GI believes the SOD is caused by scar tissue from injury during wreck.  My question is this:  1.  since no one has actually looked at the sphincter of oddi is this prodecure the next step or should she have the ERCP and then determine whether the SOM is necessay?  2.  What would be your suggestion with the info I have provided.
