How long you should wait is up to you. Your EF is 11%, which indicates that bile isn't exiting the GB as fast as it should (>35%). However, your symptoms indicate the possibility of a more global motility issue, such as (but not limited to) SOD or dyspepsia. This is why some doctors don't put much stock in the HIDA scan. Ask your doc whether it could be anywhere else, and see whether your symptoms indicate you for another set of examinations to rule out any possible confusion.

On the bright side, the gallbladder isn't exactly a needed organ, and it can be removed quite safely, with most people attaining full relief of symptoms after removal. This is provided that is the cause.

Do some research, ask a lot of questions, the proceed with your decision.

Good luck.
