confused about problem with penis

I am 15 i have a small pea sized lump on the base shaft of my penis, it isn't really red, don't hurt until i start trying to squeeze or pop it. It isn't itchy or anything, i barely notice its there. It has a blue'ish tint in the middle of it and doesn't seem to be getting bigger nor much smaller it has been there for about a month maybe, and i don't know what it is any help would be great
