high TSH

my daughter has just had a full blood count done and her TSH is 8.62 and free T4 is 20.0.  My doctor said that the TSH isn't given that the free T4 wasn't low.

i was given to understand that the top range for TSH used to be 5.0 and is now 3.0.  Am I right to be concerned and should I ask for another opinion.
