weak peristalsis

what I am experiencing is not really constipation, just weak peristalsis. I have had the problem for 2 tears, and often experience constipation. I am 31 years old, and I am careful with my diet, ensuring that I have adequate intake of both soluable and insoluable fibre, and I drink up to 3L of water a day. I have been through the gammit of blood testing, but my doctor refuses to send me to a GI telling my that my symptoms are not enough to warrant a referal to one. (I live in Canada, Socialized medicine...) Can you please tell me what could have caused this problem to arise, and can you offer some advice as to what I can do to remedy the problem?
