If you are not getting any good results from your present doctor, I would certainly see another one and tell him/her what is going on. If they think it is water retention, they should check more to find out why and if the Lasix does not work, there are others that might, such as "spironolactone"
Losing weight will definitely help, sometimes the diet can act as a form of diuretic.

I dont have prob with my kidney,liver diabetes and hypertension and oso gout.
But i will be going for an ECG for my father died due to Heart Attack..
So juz need to be careful in this matter.
Still my leg is still sowllen and doctor said its due to Water Retention.
And my Cholestrol is on Borderline for a non diabetes patient
Therefore i need to lose loads of weight and im in the process of losing it
