Did I have a miscarriage?

Dr's says i'm 8 weeks. I was bleeding for 11 days with lite cramp. They did a HCG level on fri. it was 1000 and another one on Mon. it was 998. they want me to  test for a month of  the HCG level to see if the numbers are still dropping.
It was told to me that i could keep on trying. no ultrasound was done. only when i first found out that I was pregnant. at that time i was 7 weeks. and they could only see the sack. help me understand all this.
