Is it normal for veins to brighten and fade?

I went to wash my hands in lukewarm water and afterwards i noticed my veins were really showing, It was like someone drew them on with a blue marker. I also notice my arms and hands were very pale looking, Then within 20 minutes they started to fade. It has never happened before so.... Is this normal? What could causes this?

I am truly sorry but I have never heard of this problem to be able to say what it is.
