Itching with skin burst on legs & around ankles

I am diabetic, hypertension,hypothyroid, Chlostrol taking medicines for these concerns.severe obs sleep apnea, developing itching with some skin torn around lower  legs and ankles with swelling. Using Betaderm ointment 0.1 %-Betamethasone Valerate 0.1% for last 15 days , not getting any relief, do I need any special tests towards diagnose for Venous insufficiency  or any other concern.
Doing exercise, playing for two hours for last two months.
Second question Having pain on center of head /scalp. MRI shows Assymetry of Pituitary towards greater right side, does this pain related to pituitary assymetry.

You must elevate the legs when you lie down and when you sit.    A doctor may suggest using compression hose or wrapping your legs in stretch Ace bandages to "squeeze" out some of the water.
    One reason that people itch all over is if their liver is congested.    You might want to see a good Internist to get to the root cause of your problem.   You may have to detox the liver.

Today have seen Respiratory specialist , he ruled out sleep apnea and CPAP. Due to low Pao2 levels at 64.00mmHg, he explained this under breathing syndrome, not known any reasons- legs skin torn out/itiching he says may be due to this problem, can you suggest

     First let me tell you that I am proud of you - exercising and playing.  That is great.
     Second, I am so sorry that you are not well.  Edema (water retention) comes from so many different conditions, including congestive heart failure.  One thing you will have to do is cut back on salt and salty foods and drink plenty of water.  You have to dissolve the salts that are making you retain water.
     If you can't stand the taste of water, put a little lemon juice in it with just a little bit of raw sugar.
     I am sorry about your problem with the pituitary.  Did the doctor check your Parathyroid gland?   Sometimes the two go hand in hand.  
     Headaches come for many different reasons - stress and worry, eye strain, eating too much cheese, etc.  Can't tell from here.
    If you can see a vascular doctor, perhaps he can be of more help.
