Severe congestion/allergies?

Hi, ive been going to the doctor on and off for a year for what they believe is allergies/sinus infection they have perscribed me antibiotics/nasal sprays told me to take allegra after 4 months of this it finally went away and about 4 months later it came back my symptoms are dizyness, confusion, shortness of breath numbing of the head seems to be better when im laying down goes from ok to bad on and off threw out the day and iwould like a second opinion

The symptoms you list do not sound like allergies and sinus infection do me (dizziness, confusion, SOB, and head numbness).  By head numbness, do you mean of the skin or inside your head?
