Test Results

I have had what seems like a kazillion tests on my Thyroid. 3 FNA Biopsies;Thyroid Scan:Ultrasound and Full Thyroid Panel.
The tests came back stating that I hava Goiter. I have a walnut sized nodule in my left side of my Thyroid and a lime sized nodule in the right side,my tsh was .01 and my Free t-4 was low. All other labs were within normal limits.
What does this indicate?
The nodules are growing internally-no visible swelling of the neck-yet make swallowing difficult.
Went to PCP.
PCP sent me to a General Surgeon.
Surgeon wants me to go to an Endocronologist.  Why can't the Surgeon just remove the problem, then send me to an Endocronologist to get my levels in order?
And what does a low TSH and Low Free T-4 Indicate?
We are running out of money to keep on paying for Dr.'s Visits and are losing our Health Insurance on the 27th due to my Husband working in the Auto Parts Industry and getting Laid-Off.
Thank You for answering my question that I probably drug out for too long!

I forgot to add that my lymph nodes in my neck are all enlarged and that my salivary glands in my jawline are swollen also.
