What are these smooth, circular spots on my hands?

So I've had a few of these (scattered - not in clusters) small, very mildly elevated, smooth, non-itchy, circular bumps on my hand (no discolouration) that have a diameter of maybe 1mm. I've had them since I was a child (as long as I can remember, same sites same size same number) and aesthetically even though they aren't especially obvious they bother me. I've tried removing them once or twice (eg scraping them off, using a wart removal treatment) but they always come back just the same. Any idea what these annoying things are, and how I might be able to get rid of them? There are maybe 3 on each of my hands.
