general health

i got a rash on top of my foot which spread to the entire in step, the foot is swollen and skin cracking and peeling. no medication is working

You need to see a good, podiatrist, he/she should be able to help you with both issues.

The most common type of rashes that attacks the foot is a fungal infection. This maybe what it is. If it is swollen, then you should immediately go to your doctor before it gets worse. See either your family doctor or a dermatologists.  Either one should be able to treat you.
