low pO2 levels in blood

So I'm guessing that pO2 refers to the oxygen in the blood.  What does the p stand for?  And I hear that the normal range is 30-40mmHg.  So how serious is this:
3 Nov morning: 22 L
3 Nov noon: 28 L
What would possible causes and more importantly, symptoms, be?
