There are many different types of birth defects, some of which have a stronger genetic components than others. A genetic counselor is a health professional who can review an individual's or couple's personal and family histories in order to assess the risk to pass on genetic conditions or birth defects. You can find a genetic counselor in your area at the National Society of Genetic Counselors website or through companies like mine, AccessDNA.
