Hi,
How are you? Bilateral renal agenesis or absence of both kidneys occur in approximately 1 out of every 4,000 babies born each year.  The exact cause of renal agenesis is not known.  But renal agenesis is thought to be due to multiple factors such as genetics and the environment. There are also  reports of families with hereditary renal agenesis that is why genetic counselling is also recommended.(ref:http://www.in.gov/isdh/files/renalagenesis.pdf )
Hope this helps. Take care and do keep us posted.
