Yes, some children with Down syndrome CAN experience puberty and grow up with a capacity to reproduce.  Those that can reproduce will have a higher chance of having children with Down syndrome than someone with normal chromosomes, but there is also the possibility of producing normal, healthy children.  There are different kinds of Down syndrome, and the chances/percentages of having normal children varies depending on the individual and the kind of Down syndrome he or she has.
