No, you have had quite enough HIV tests and they are negative so you do not need another.
The "rash" is irrelevant in terms of HIV for you - you don't have HIV. The two HIV DUO tests have established that already.

My rash disappear and came back again at another area of the wrist at week 8. If this rash related to HIV can it come and go time to time?

I think you can relax from the point of view of HIV. The two HIV 4th generation tests have ruled that out for you. The chances of one test being incorrect is remote. The chances of both being incorrect is improbable in the extreme.
I'm not going to comment on the spots except to say that I do not believe it to be an HIV related rash because 1) it is in a very limited area 2) you have had two good tests which I believe have ruled out HIV and 3) although you are worried and I understand why, I do not believe you were exposed.
However, if you are going to be married then you should see a doctor and run a whole range of STD tests including syphilis, chlamydia and gonorrohoea to protect your wife to be.
