HIV transmission through menstrual blood without penetration

I recently experienced doggystyle frottage with a menstruating female. I had a condom on and rubbed against her vagina. She was bleeding, as I said. I did NOT penetrate her - I know that for a fact.
I reached a climax and ejaculated.
But when I pulled my penis out of the vagina area, the condom was not on anymore. Now - it could have slipped out as i pulled back. I'm not sure. She pulled it out from groin minutes later.
Another important fact is that all the ejaculate contents were in the condom which indicates to me that my urethra was not exposed - at least until climax.
But the fact that when I eventually looked at my penis after I pulled out- it did not have a condom around it- tells me that my penis/urethra had to have been exposed to blood at some point.

I've been getting the same answer everywhere : no peneration equals no risk.
What I cant' understand about that response is that she was bleeding.
So is there a strong chance that blood which is leaking out of the vagina and is still infectious and moved into my urethra. What is my HIV risk?

Thank you very much for your post and welcome to our forum.
From your description of the sexual encounter, I believe that you did not put yourself at any significant risk of HIV infection.  I would probably add that there was no risk of HIV at all whatsoever.  Assuming that the lady was positive, even if the head of your penis came into contact with menstruated blood (the lady was not bleeding, she was menstruating; it is not the same as fresh blood from a vein), the risk would be minimal, if not zero.  Menstruating blood carries the virus, but not in higher concentrations than vaginal fluid.  There was no unprotected penetration; therefore there was no risk of HIV infection.  The virus dies very quickly outside the body and would need to gain access into your blood stream.  This would have not happened in your sexual encounter.
