What Is My Risk? How Accurate My Test Do I Need To Be Tested Again?

July 27th I had PROTECTED sexual intercourse with a guy in which there was no ejaculation feeling that I could have contracted something from  after experiencing a wide range of symptoms that i thought could have been related to HIV I went to go get tested 4 weeks after the incident and the test results came back
Negative. I also got tested on Sept 29th I don't get the results back
until Monday and Tuesday could I count on them being negative.

Aug.27 I was fooling around with the same guy of unknown status and there was no intercourse at all, but I did perform oral sex on him and there was Precum that came out while I was performing oral on him but when I tasted it in my mouth I went to get a towel to get it out. after giving him oral he masturbated to reach orgasm, when he did this he ejaculated alot mostly all of it got on my stomach but a glob of it landed on the opening of my penis or in the opening of my penis  when it was coming out but I wiped it off with my hand as soon as I saw it probably smearing it alittle in that area, it was
fresh cum should I be worried about contracting HIV this way when there was no intercourse involved but fluids still managed to get on my penis opening?, do I require testing again? I'm mainly concerned about this incident should I? What is my risk?

Thank you for your post.
None of the sexual encounters described would involve any significant risk of HIV infection.  Therefore I do not beleive that you need to worry.  Your first encounter was protected; therefore safe, no risk of HIV infection.  Your second sexual encounter would have  involved an extremely low risk, if not zero.  This would have been for the oral with some precum; this is more a theoretical risk, than a real risk, in the case of the other man being positive.  No real risk from semen coming into contact with your urethra.
In summary, I do not believe that there was any HIV risk at all whatsoever and there is no need for you to get tested.  However if you still feel that you need reassurance, I would advice you getting a HIV Duo test after 28 days of the latter episode.  I am certain that the result will be negative.
