Is this small risk or no risk?

I'm very paranoid about HIV and careful about what I do.  I am wondering if there is any realistic way, or even theoretical way what happened to me could have transmitted HIV.  

My penis was near a guy's chest and I was masturbating.  He moved his head there to try to suck it, but I pulled away before he could.  My penis did not touch his mouth or lips, but he got very close and I could feel the warm breath on it.  His face was probably an inch away before I pulled away.  

This really is NO risk, right?

You do not mention if he was HIV infected or not.  that makes me think that you probably do not know.  If that is the case, the chances are that he did not have HIV and was interested in mutual masturabation to keep himself uninfected, just as you are.  This, of course make the exposure very, very low risk.

furthermore, your cut, even though just a few hours old, had begun to heal and was no longer an entrance way to your body, even if some of his semen had gotten into it.  Masturbation, even with the occasional cuts and scrapes that we all get is still safe sex.  You are not at risk and do not need testing.  Take care.  EWH

Doctor, This was one of two questions that I had posted and I originally posted another as a new thread ($15), but Dr. HHH deleted it and told me it should've been as a follow-up to you on this thread.  I'm taking his advice and posting it here.  I will not ask anything more or have any follow-ups as I don't want to block other people.  
Situation II:
I was masturbating with another guy and I wanted to be safe, so we were on two separate chairs.  About 30 seconds after he ejaculated and wiped it up with a paper towel, he tried to lunge towards me and touch my penis.  His hands wouldn't have been dripping semen, but they would have had semen on them (from the paper towel).  I successfully blocked him from touching my penis with his hands, but my blocking hand had a finger cut that was a few hours old.  The cut was small, but it was more than a nick or torn piece of skin.  It had bled and so I HAD convered it with a band-aid.  The band-aid was wet, however, from washing dishes earlier and wet band-aids can absorb pretty easily.  I washed my hands right away, first with the band-aid on and then taking it off.  The cut wasn't bleeding, but it surely hadn't healed.  

His hand touched the cut for less than a second.  It was more of me swatting it away, and it had been nearly one minute since he had ejaculated onto his chest.  

If you could provide as clear of answer, as you to did to the first question, I would be be so grateful for your generosity.  I know this is my limit, and I appreciate you answering the follow-up.  I'm also sick of the anxiety that my sexual exposures are causing, and I have appointment for counseling on Friday.

Thanks doctor.  It's amazing how someone (me) can lose his sense of objectivity and rationality when it's a personal situation.  You told me just what I needed to snap myself out of a totally irrational worry.

No way whatsoever.  HIV is not transmitted on peoples breath, nor by kissing or even with direct contact with intact skin.  There is just no way that you could have been infected in the way you mentiuon.  EWH
