You have nothing to worry about.
It is statistically unlikely that your partner had HIV.
Even if she did, HIV is not spread by masturbation and the quoted figure for HIV risk, if one has oral sex with an infected partner is less than 1 in 10,000 and, in my estimation that is too high. Some experts state there is no risk at all from oral sex. Neither of us on this site have ever seen or reading the medical literature of a convincing instance in which HIV was passed by oral sex. This includes by all of the people who had sores, blood in the mouth, gum disease, etc.
In addition, you have a negative HIV test at a time when all HIV infections acquired 11.5 weeks ago would be positive. For you to have an HIV PCR test at this time is not needed and would be a waste of money. The only thing it would do is make money for the laboratory.
As for your specific questions:
1. See above. You had an ELISA test which is the standard test for HIV You do not need a PCR test.
2. You can stop worrying. You can be sure you do not have HIV. You do not need further testing of any sort related to this exposure.
3. Totally safe.
4. Yes, you can safely have sex with your wife.

This is not a debate. You can find site that will claim that you need to be tested at 3 months, 6 months, etc. I have told you that your results are conclusive. You do not have HIV. I have nothing more to say other than to suggest that you stay off the internet. This ends this thread. EWH
Doctor I am apologize for my last question , can my test result be sure conclusive at 11.5 weeks with an ELISA test which is the standard test for HIV ? and i have read somewhere about Antibody tests may give false negative , so as Expert form , have you ever see that happen ? The recommendations for testing at 3 and even 6 months are the result of two factors- data from older tests no longer used (you really do not need to worry about which generation of tests you were tested with, at this time virtually all tests are far more sensitive that they were even 2-3 years ago when the 3 month recommendation was made) and secondly, the fact that some mostly governmental agencies which have to provide recommendations for virtually everyone without the sort of interactions such as those you get with your doctor or from personalized sites such as this one, feel they cannot "afford" to be wrong and therefore make recommendations and guidelines which leave most people unnecessarily nervous for 4-6 weeks longer than the 6-8 weeks it takes virtually everyone to develop HIV antibodies. I am sorry , I am incorrect you didn't say should wait until 13 weeks for conclusive , but in the HIV Prevention Community .Teak and all the expert said that 13 weeks is conclusive,and CDC up date the windows periods said that also , so but any way i believe you and i am helpful with your answer . thanks lot Doctor
You are incorrect, we do not say that persons should wait until 13 weeks for conclusive results. Any test performed more than 8 weeks after exposure provides conclusive results. You do not need further testing. EWH

One more question . i saw on this form you and everybody say test 13 weeks is conclusive so my test just at 11.5 weeks it not enough time to say it is conclusive . should i have another test at 13 weeks ? what do you think Doctor ?
