29 day lab test

hi forum,,
this is question of a friend,,
he had unprotected sexual intercourse with a female,,,he tested at 28 day stat-pak1/2 finger tip NEGATIVE,,,and at 30 days draw blood test,,,2weeks waitng result came back NEGATIVE. HOw accuarete would this be ?
