Am I infected with hiv? Please help

I had a sexual encounter with a guy. He said he is clean. But, a week later I developed a rash on my forearms, back and some on my legs and some on hips. I had no other symptoms. I am not sure he used protection. He tried to insert his penis in me but then I stopped as it was painful. We deep kissed and I gave him a head. He had worn his condom while I was giving him a head.
Could I be infected with HIV? I am losing my sleep on this now.

So, even his penis touch my anus, I am at no risk?

I am taking from your description that actual penetration did not occur which would put your risk at virtually zero.
Next time, please insist that condoms be used. If you or your partner don't have condoms, don't have insertive sex. And NEVER take anyone's word that they are "clean."
That he used a condom for the oral sex at least protects you from acquiring any STD's.
