Looking for a experts opinion of risk.   I ended up spending the night with one of my friends, friends the other night.  During the heat of the moment she tried to insert me without protection.   I immediately stopped and put on a condom when I felt the vaginal fluids touch my penis.   I know I definitley did not fully penetrate her, I know that vaginal fluid did touch the tip of my penis and may of inserted slightly for a second or two.   What are my risks?

You say nothing about your partner's sexual lifestyle that would help judge whether she might be at risk of having HIV.  However, the chance she is infected is almost zero if you are in the US or other western country and if she isn't an injection drug user, immigrant from an HIV/AIDS endemic country, or otherwise at particularly high risk.  And if she had HIV, even with completely unprotected intercourse lasting several minutes, the average female to male transmission risk is only once for every 2,000 exposures.  It is much lower than that for the sorts of contact you describe.

In other words, don't worry about this unless your partner is particularly likely to have HIV.  You don't need testing on account of this event.  But of course feel free to get tested if this reassurance doesn't completely settle your fears.  If you'll sleep better knowing you have a negative test result, get tested in about 6 weeks.  (This is not "code" to mean I really think there was some risk.  I do not.)
