Bicurious and scared I got HIV?

Im 18. Im bicurious and I had sex with another male. He gave oral sex and I was bottom. He had a condom until he began to ejaculate in which he took it off and ejaculated inside. I got super scared that I was going to get HIV and he showed me a picture of his HIV test that was performed on 1/14/15 that said he was HIV negative. Is 1/14/15 to now still a big risk in me getting HIV cause I don't know what he did during that month. What should I do?!?!

And I also developed a 2 inch ovalish red spot on my upper right arm.

Are these symptoms of HIV? 2 days after exposure, during the night I experienced a small headache and neck pain as well as a small sore throat, the headache and neck pain went away after I slept but not the sore throat.. Are there symptoms..?

I emailed him asking if he did anything during that time period and he said that he topped once with a friend. He said the person was also clean and negative, he keeps reassuring me that nothing is wrong and I'm freaking out but I really AM starting to freak out.... PLEASE HELP

Is it PROBABLE that I'm going to get HIV? Because the person who I'm meeting up with said that during the month of 1/14/15 to now, he didn't do anything with other guys. He also wants to continue meeting up, so wouldn't that be safe to say that I'm somewhat clear?

28 day DUO test and/or 8 week antibody test
