Bleach used for cleaning drug works? Is it effective?

In areas where syringe/needle exchange programs are not available, I have read that cleaning needles with bleach can be effective in killing HIV as well as other bloodborne pathogens.  I have also read contradicting information that, say, if dried blood gets "stuck" somewhere within the syringe, cleaning with bleach has little-to-no effect and the virus (specifically HIV) can still survive and be transmitted.  Curious as to what this group's consensus is.

You've got to be kidding, HIV cannot be reconstituted.
