Can HIV be transmitted to women through touching with under wear on?

Hello my name is Selam. I'm writing to ask about an incident that happened to me a few days ago. I'm very scared of getting STD's so t's been a solid year since I had sex. Last week I went out with this guy and we fooled around with both of our under wears on. I'm not sure but I'm afraid that his precum or semen may have touched my underwear and since he was rubbing my vagina with his fingers afraid that it might have made it easier for the transmission of STD's specifically HIV. I was constanlty checking his penis for precum but there was none. Can I get STD's if his precum or semen passed his underwear and touched my underwear? could rubbing my underwear while it had precum or semen may have made the condition worse?

At the end of the dry humping he put on a condom and I think I saw some kind of fluid while he was putting on a condom. After he put on a condom I kissed his penis. can I get STD's if there's fluid on the condom?

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

HIV is transmitted by;
Unprotected penetrative anal and/or vaginal sex
Sharing works with other IV drug users
Mother to child
