Can HIV be transmitted via water?

If a tiny amount of HIV positive blood was to mix with water could it infect via cracked hands/paper cut?

You haven't ever read about it and it didn't happen otherwise everyone in America would be infected. HIV is inactivated in air so blood drops can't infect outside the human body.
