I had a Vaginal Sex wearing condom with a Unknow Girl in srilanka , After a 5 Mins of intercourse i dint ejaculate , so she started mastubating my penis with out removing the condom on my penins, after a minute she removed my condom from my penis and contiuned maturbating my penis with the same hand which touched the upper part of the condom ( which went in to her vagina) , sinse after touching the outer side of the condom which was inside her vagina and touching my penins without washing the hand is there any chance get HIV infected , Please Clarify , If so what test i need to take to confirm , and when it has to be taken,

Welcome to the forum.

You had accurate replies on the community forum.  HIV is harder to transmit than you seem to think.  And you're over-thinking a simple situation: your penis head was covered by the condom, both during intercourse and hand-genital contact.  It is not possible to have enough virus exposure through touching the condom etc for HIV to be transmitted.  You are not at risk, and from a risk assessment perspective no HIV testing is necessary -- and if you have a regular partner, she is not at risk of HIV or other STDs from this event.  However, if this reassurance doesn't settle your concerns, you are free to have an HIV test in a few weeks.  Follow your clinic's or doctor's advice about which test to have and when.  Or take a look at this thread for discussion of timing with various types of HIV test:
