Condom Issues (Urgent)

I am a 26 year old male, I had sexual intercourse with a man. We were both wearing condoms (OF COURSE). When he was topping me everything was going fine-- Until the very last minute. As he was pulling out, he said the condom was getting stuck, however the condom DID NOT at any moment come off of his penis entirely. I did not feel any semen or bodily fluids in my rectum.

Then when I was topping him I noticed my condom broke and stopped immediately. I had not yet ejaculated, there may have been minimal pre-cum but I only saw that after I removed the condom.

I am HIV negative, however I am unaware of HIS status.

Should I get PEP, I am still within the timeframe to do so.

The decision to take PEP or not is entirely up to you and your doctor - it's your health, and no one should make that decision for you.

Personally, I wouldn't unless the incident were with a person who is known to be HIV+, because PEP has side effects too.  Also, the unprotected contact was quite brief.

But again, it's your decision.
