I asked the woman if she had had a HIV test? She said she has one each year along with other tests (not necessarily STDs) on the blood and body, and that she was -ve. She did say she was probably due for a test.
If the head of your penis was still covered then you had no risk. The cut would not put you had risk. Neither PEP nor testing would be necessary is such a situation. Hope this helps.
