Condoms and hiv

I had a sexual encounter a few days ago, with another guy. The guy is really high risk ( I saw swollen lymph nodes on both side of neck afterward). I had insertive proctected anal sex, unprocteded oral sex( me being the receiver) I also profrom rimming on the guy. I didn't notice any blood durning the whole ordeal, but after doing research you don't have to see blood. I do have great oral health, but I did brush my teeth and use mouthwash maybe about 2-3 hours before exposure( no blood present in my mouth). I called a pep hotline, but was told it was low risk, and I didn't need pep, but a risk is a risk. If the condom remain intact no slipping, brackage, would it provide 100% protection? I did do the water test on condom no leaks. Could I be infected with HIV from this exposurE?

As long as the condom did not VISIBLY break, you were protected from HIV.  Even with slipping, as long as the head of the penis stays covered, you're protected.

As an adult, the only risks for HIV are:
1) having unprotected, penetrative vaginal or anal sex, or
2) sharing IV drug needles with other IV drug users.

You had NO RISK for HIV.  There is no detail that you could add to this story to make it a risk for HIV.

Thanks so much, no the condom didn't slip or anything. So me brushing my teeth and using mouthwash was ok?
I read somewhere that mouthwash can lower your mouth natural protection against hiv
Not sure what your mouth has to do with receiving oral, rimming, or protected anal, but in any case, sure - it might lower your protection from zero to almost absolutely zero if you gave oral.  If you're talking about unmentioned kissing, that's not a risk to begin with.  
Lol.... I received oral, from the guy, but I also rimmed him.  There where my mouth enterend into the equation lol, but still no risk
Updates..... okay today is my fourth day from exposure, I now have developed whites/yellowish patches over my tonsils. I Belive that I have contracted gohorhea in the throat from rimming. I will be going to test tomorrow for std's. My question is if I have indeed contracted gohorhea from this encounter, do I still have a no risk for hiv?
You had no HIV risk so you could not catch HIV. Your idea that you might have HIV despite no risk is actually spontaneous generation theory which was disproven in 1859 and later replaced with germ and virus theory.

Yes, symptoms are not used to diagnose HIV (whether they are symptoms you are having or something you notice on another person like a lymph node--  ONLY a test is used).  Using condoms means that one has protected themselves against the virus and oral sex is not considered a risk for HIV.  HIV is very fragile and becomes inactive in air or saliva.  HIV is transmitted through unprotected vaginal or anal sex or sharing of IV drug needles.
