Cunnilingus on a woman that was just recently infected; is it still a low risk?

I’ve read that performing cunnilingus on a woman is not supposed to be a very low risk, but I also read that shortly after a person gets infected they have an incredibly high viral load and are at their most infectious. So, my question is how risky is performing cunnilingus on a woman that was just recently infected; is it still a low risk? What are the odds? Also, how soon after being infected would the person have the incredibly high viral load?
