Do I have Hiv?

I had unprotected sex
After 4 day my leg had muscle pain..
5th day my palm got red and itch..
then other 5 day just uneasiness and muscle pain..
Now nothing just little muscle pain..
my dermatologist say its food allergy and tested me for syphillis..
It was negative..
do i have hiv am very tensed

I wish I have 9 months after my potential exposure, mine still at 3 months going to test again next week for my conclusive answer, and yes you are free from your 9 months test, move on

Kindly reread my answer over and over until you understand the full implications,  instead of rephrasing your question for no useful purpose.
If you still can't accept the science, then therapy might be a good option to deal with your very painful obsession of playing doctor while armed with no medical training.
Late antibody formation, aka delayed seroconversion, is a popular myth, but a myth nonetheless.  You do not have HIV.
Last question I had multiple unprotected exposures with 15 partners all heterosexual.
Can I rely on my 9 months test?

The conclusive tests mean that you need to move on from a HIV fixation (to consider it could be from one of the other 10,000 diseases humans get) and accept whatever diagnosis your doctor can come up with. You have no medical training and no one can diagnose you from here.
Self diagnosis is usually wrong as you have proven.

Hiv test negative after 6 and 9 months but still neutopathy and pain. Are my results conclusive?

Unprotected vaginal and / or anal sex with someone of unknown health status puts us at HIV risk. You had unprotected sex, so you exposed yourself to the risk. It may not be significant, but not zero either, therefore you need to get yourself tested for HIV Duo (Antibody+Antigen) 4th generation test after 4 weeks of the exposure to rule out the possibility. Symptoms have no meaning, these symptoms could be due to many other illnesses.
